spaceship down

I revised my implementation of triple-u sampling once more tonight, after reviewing some basic randomized algorithms.

As before, it still uses the 'twister and remains a single line of Ruby.

However, unlike before, it now uses a double spaceship operator.

As Neo once said, whoa.

(Plus, I think I might be able to start proving things about the resulting distribution in a sort of permutation space. Rock.)
